At the time we visited Koh Samui the island was fairly pristine. Such islands off mainland Thailand seem not to have any planning committee for the future. At the time, we learned that islands start pristine, become full in an unpleasant, unplanned manner and then another pristine island is designated as the "in" place to visit...and so it goes.
